House of Delegates Activities and Involvement
The California Pharmacists Association (CPhA) House of Delegates (HOD) meets virtually each year, serving as the Association’s
policy-setting body. Association policies codify the opinions and beliefs of our members. These policies are used to develop the
Association’s position on various issues and direct the Association’s actions on legislation, regulations and any other issue that
affect pharmacists and the profession of pharmacy. Every year, policies are submitted to the Policy Committee at the beginning
of the year. These policies are either amendments to current policies in the Policy Manual or New Policies that are not found in
the manual. The Policy Committee reviews existing, amended, and new policy and makes a recommendation to the House The
participation of delegates from local chapters and communities ensures that CPhA policy accurately reflects the collective view of
pharmacy professionals throughout California.
The House of Delegates has 2 standing committees. The Reference Committee is responsible for “receiving and acting upon the
reports of the Committees of the Association and such items of New Business that may be referred by the Speaker” as per the
House of Delegates bylaws. In essence, the Reference Committee is responsible for refining the language of policies submitted to
HOD and voting on whether the committee wants to pass the policy into the Policy Manual.
The Nominating Committee is responsible for nominating “at least two (2) candidates for the office of Speaker-Elect of the House
of Delegates” as per House of Delegates bylaws. Members submit their names as candidates for the Speaker-Elect position to
be voted on during the House of Delegates and the Nominating Committee selects members from that list on which to be voted.
Additionally, this committee slates candidates to represent CPhA as delegates at the national level.
